Prepayment Penalties: SBA has a 3-Year Prepayment Penalty for terms of 15 years or more that charges you based on the remaining balance as follows: 5% in Year 1, 3% in Year 2, 1% in Year 3 and none after the 36th month.  

This was enacted  decades ago to dissuade some felonious banks from refinancing their SBA loans after re-selling them and taking the premium.  There is no prepayment penalty for SBA loan terms less than 15 years.
